"Harvey Webber"

Harvey Webber is a Nova Scotia retailer whose plan to create jobs in Atlantic Canada (ACP) is working. The 76 year old native of Sydney, Nova Scotia, won't let age or economic downturn dampen his enthusiasm. He studied law at Dalhousie and upon graduation in 1936 he took over the family owned ladies wear store.

Harvey Webber is not a conformist. Over the years his Store "The Smart Shop" in Sydney grew to its present 3 floor location. As a successful retailer, he has every reason to be satisfied and enjoy leisure. Instead, he spends part of every day on community service.

In 1977 he presented to the people of Atlantic Canada, a radical self help plan for job creation. It encourages residents of the 4 eastern provinces to spend their money on goods or services produced in Atlantic Canada. His ACP plan tells people that 1% of their spending re-directed to their own goods and services will create between 5 and 10 thousand jobs. Is it working?? ... You bet it is.

Due to ACP's success the Atlantic Canada Opportunities Agency selected it as their agent to help regional suppliers access government contracts currently totalling six billion dollars annually. Four regional offices and one in Ottawa were opened to achieve this goal.

ACP has also helped develop a deepening sense of pride and confidence in Atlantic Canada manufacturers, retailers and their customers. As evi

dence of popular support, readers of a regional magazine voted Harvey "Atlantic Canadian of the Year" in 1981.

Although Harvey had graduated from Law School, he never practiced that profession. Nonetheless in 1985 as recognition for community service the Government of Nova Scotia awarded him the prestigious honor of Queens Counsel (Q.C.). In 1987 the Governor General of Canada, again for a lifetime of community leadership, bestowed upon Harvey the Order of Canada.

In 1990 the Dalhousie Law Alumni Association chose Harvey for the Weldon Award-"For Unselfish Public Service".

In a region of Canada that has always produced Canadian achievers, Harvey Webber stands out.
